Picture caption: Three small American girls show Mr. Toyoji Kanaboshi, chairman of the Osaka City Youth Council, and Miss Kimiko Hamada, an official in the Social Education Section of Kochi Prefecture, how they model animals from a mixture of wallpaper paste and sawdust in a settlement house in Washington, D.C. in May of 1950. This is one of a number of the many kinds of welfare services for children in the United States that Mr. Kanaboshi and Miss Hamada studied under the direction of the Children's Bureau, Federal Security Agency. They traveled in that country under the Cultural Exchange Program of the U.S. Army.
