Picture caption: Four American girls take time out from making posters in a settlement house in Washington, D.C. to watch Mr. Yoshikata Mizoguchi, special commissioner of the Tokyo Board of Education, and Miss Kimiko Hamada, an official of the social education section of Kochi Prefecture, write their names in Japanese. Traveling in the United States under the Cultural Exchange Program of the U.S. Army, Mr. Mizoguchi and Miss Hamada visited a number of child welfare institutions in America under the direction of the Children's Bureau, Federal Security Agency, during the spring of 1950.
