Image Description:
Subject: Shows John Bull sitting crying in a dentist's chair, while Britannia, dressed as his mother, stands behind him, and the Chancellor of the Exchequer William E Gladstone. Gladstone, dressed as a dentist, hides from his patient a sharp instrument labelled 'INCOME TAX'. Giving John Bull a penny, the dentist reassures his patient that he will not 'draw any more this time'. The reference puns on the notion of the drawing of teeth and the drawing of money from an account.
Note (General):
Picture caption: Dentist: "Don't cry, my little man! I'm not going to draw any more this time, and there's a penny for you!"
